The policy plan seeks to place legal obligation on boards for health and safety (H&S) responsibility and provides for "naming and shaming" of companies with poor H&S performance. Other proposals include:

  • eventually requiring all businesses with more than 250 employees to adopt a common standard on H&S,
  • innovative penalties such as prohibition of directors' bonuses, and compulsory training.
