The Financial Services Authority (FSA) published complaints data for the UK's insurance companies. Most of the complaints are received from retail customers.

According to this data sample Zurich Insurance has the lowest percentage of complaints resolved within 8 weeks (at 86%), most of the other firms here are in the 90s.
It's worth noting that the complaints a firm receives varies according to the amount of business it conducts so a high volume of complaints does not necessarily mean poor customer service.
